Yes, I've heard people say that all Muslims are to blame. I've also seen numerous implications of collective guilt expressed less explicitly.
Islam isn't 'undeniably' to blame. In fact, this UN report released last month found that European jihadists have little knowledge of Islamic doctrine and that economic and geopolitical factors are more relevant:

Recruiters use distorted religious references to pick up on alienation and anger which is present for other reasons. That's not to say that you can't find justifications in religious texts: you can. It's easier to do with Muslims because of the geopolitical situation in the Muslim world and racism in the West. Islam shouldn't be excluded from the discussion of what lies behind terrorism, but Islam is far from the main factor. People who simplistically say 'Islam is to blame' are part of the problem, not part of the solution.
