I think you have to separate office culture from working in a factory.

Very few people can stare at screens for more than 20-60 minutes without having some sort of break, especially those with the people and communication skills that can make your organisation a success in other areas.

If there is genuinely someone who is not completing tasks on a regular basis then hold monthly conversations with them and if this doesn't see an improvement then go down the disciplinary route. Getting silently seething over tea breaks suggests the workplace culture is one of fear and resentment though... There might be a few people in your workplace that want to see your organisation fail because they hate it...

We had some problems with that, factory mind, not an office, but cunts were away 20 minutes at a time for coffee and just generally skiving
